created and retain their rights and status under
Article 64A of the Code, entitled "Merit System",. and
future appointments of such employees as are provided
for in the Budget shall be made by the said Commissioners
in accordance with said Article 64A.
The Commissioners of the State Accident Fund shall
make a report to the Governor annually, within ninety days
after the close of the State's fiscal year, which shall like-
wise be the fiscal year of the State Accident Fund, which
report shall include a detailed statement of the expenses
and of the condition of the State Accident Fund.
Upon the taking effect of this Act, the unexpended ap-
propriations for the State Accident Fund shall be trans-
ferred from the accounts of the State Industrial Accident
Commission to the Commissioners of the State Accident
Fund.
17. Each employer insured in this Fund or required to
be insured therein by this Article shall pay into the State
Treasury the premiums of liability based upon and being
such percentage of the payroll of such employer, as may
have been determined and published by the Commissioners
of the State Accident Fund and be then in effect. The pre-
miums shall be paid every four months, or at such other
times as the Commissioners of the State Accident Fund
shall direct, and shall be the prescribed percentage of the
total wages paid to all employees subject to this Article.
SEC. 5. And be it further enacted, That Section 21 of
Article 101 of the Annotated Code of Maryland (1939 Edi-
tion), title "Workmen's Compensation", sub-title "State
Accident Fund", be and the same is hereby repealed; and
that a new Section be and the same is hereby enacted in
lieu thereof, to be known as Section 21, to follow imme-
diately after Section 20 of said Article, said new Section
to read as follows:
21. Every employer subject to the operation and effect
of this Article, who shall insure in the State Accident Fund,
shall every four months, or at such other intervals as the
Commissioners of the State Accident Fund shall direct,
submit a report of his payroll to the Commissioners of the
State Accident Fund, according to the regulations and re-
quirements prescribed by the Commissioners, The pay-
roll records of all employers insured in the State Accident
Fund shall be open at all times to inspection by the said
Commissioners and their authorized employees.
