towns, to be applied to the payment of the interest and the
redemption of the principal of any bonded indebtedness.

All expenses incident to the proper administration and
enforcement of this Act, including one-half the salaries
of the members of said Board, and the proper proportion
of the salaries of any employees of said Board, whose duties
include the handling of said licenses, including the salaries
of officers, inspectors, etc., shall be deducted proportion-
ately from the shares of the license fees payable as above
set forth to the County Commissioners and the governing
bodies of the three municipalities.

SEC. 2. And be it further enacted, That if any provision
or section of this Act, or the application thereof, is held
invalid, such invalidity shall not affect other provisions,
sections or applications of this Act, which can be given
effect without the invalid provision, section or application,
and to this end the provisions of this Act are declared to
be severable.

SEC. 3. And be it further enacted, That if any provi-
sions of Article 2B of the Code of Public General Laws of
Maryland, title, "Alcoholic Beverages", including any
amendments thereto enacted at the 1941 Session of the
General Assembly of Maryland, and the provisions of Sec-
tions 414 to 441 inclusive, and Sections 352 to 380 inclu-
sive, of Article 13 of the Code of Public General Laws of
Maryland, inconsistent with the provisions of this Act, are
hereby repealed to the extent of such inconsistency.

SEC. 4. And be it further enacted, That this Act is
hereby held to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and being passed upon by an aye and nay vote, supported
by three-fifths of all the members elected to the two Houses
of the General Assembly, the same shall take effect on the
date of its passage.
