gambling devices are found, which are illegal under the
laws of the State of Maryland.

All licensees shall make monthly reports to the Liquor
Control Board of all purchases and sales referred to in Sec-
tions 421D and 421G, as may be provided by the regulations
of said Board, and if it is shown by such reports or by
investigation by said Board, said officers or by any other
person that any licensee is violating the provisions of this
Act, it shall be the duty of said Board to summon such
licensee before it, for a hearing. If at such hearing the
charges are sustained, the license of such licensee shall
immediately be revoked.

The said Board shall employ such officer or officers or
inspectors, from time to time as it may deem proper for
the purpose of enforcing the provisions of this Act; said
officers or inspectors so employed may be the Sheriff of
Harford County or any of his deputies, or any Constable
of said County or any Town Officer of any incorporated
municipality of said County; or the Board may appoint or
employ from time to time a special officer, officers or in-
spectors, to whom shall be administered by the Board, the
usual oath given to peace officers, and shall upon request
of said Board, furnish bond in the same manner as required
of Constables of said County; officers or inspectors shall
be under the direction and control of said Board while on
duty for the enforcement of this Act; provided, however,
that said Board may not expend for the salaries or per diem
compensation of said officers or inspectors in the aggre-
gate an annual sum in excess of Fifteen hundred dollars
($1500), during the first year this Act is effective, how-
ever, there shall be no limit on said expenditures.

The Liquor Control Board for Harford County is hereby
declared to be a State Agency to administer the provisions
<of Article 2B of the Code of Public General Laws of Mary-
land, title, "Alcoholic Beverages", applicable to Harford
1 County, and a County Agency to administer the provisions
<of Sections 421A to 421N inclusive of Article 13 of the
€ode of Public Local Laws of Maryland, title, "Harford
County", sub-title, "Liquors and Intoxicating Drinks", and
as such is clothed with discretionary powers, in granting,
refusing, revoking or suspending licenses for the sale of
alcoholic beverages, within the limits prescribed under the
last mentioned sub-title, and its decisions, under the pro-
visions of said sub-title, are legally presumed to best serve
the public interest and shall be conclusive and not review-
able by a Court of Law or Equity, except in the event its
discretion therein is not honestly and fairly exercised.
