to weigh and sample, or Three Dollars ($3. 00) for a license
to test and sample. All fees of every kind and character to be
paid under the provisions of Sections 509 to 522 of this sub-
title shall be duly accounted for by the University of Mary-
land to the State Comptroller, and shall be used by the said
University in enforcing the provisions of said Sections, and
shall be included in the State Budget to be submitted to the
General Assembly at each regular session.

516. No percentage of butter fat ascertained from a sample
that has been so treated as to cause it to test lower or higher
than the test of the milk or cream from which it was taken
shall be used as a basis of payment for such milk or cream.

517. No person shall use as a basis of payment to any pro-
ducer of milk or cream any weight, measure, or butter fat test
thereof other than the correct such weight, measure, or butter
fat test.

518. Every person required by Section 509 of this sub-title
to have a license shall, at each and every time of payment to a
producer or his duly accredited representative or association
of producers, for milk or cream purchased or received from
such producer, give to each such producer a statement show-
ing the quantity of milk and/or cream delivered daily by such
producer to such person during the period for which such pay-
ment is made, and where such payment is made on the basis
of butter fat content, such statement shall also show the
average percentage of such content, and such statement shall
always be set forth in the terms of the unit used as the basis
for the determination of the amount of such payment. A
record of such payments shall be kept on file in the plant
where such milk or cream is received for a period of twelve
(12) months from such date of payment, unless permission in
writing is granted by the University of Maryland to keep such
record at some other designated place; provided, however, that
any person may, in lieu of such statement, give to any pro-
ducer at the time of delivery of milk and/or cream a daily
written statement of the quantity of milk and/or cream so
delivered.

519. The University of Maryland is hereby authorized to
enter the premises of any person required by Section 509 of
this sub-title to have a permit, at any and all reasonable hours,
to examine the weighing, measuring, sampling, and testing
apparatus, to take samples of milk and/or cream, to check
weights, measures, and butter fat tests, and to inspect, audit
and copy all books, papers, records or documents bearing
