hereby constituted the Collector of all State and County taxes
and shall perform and fulfill all the duties and functions and
be subject to all the obligations, requirements and limitations
that are now or may hereafter be defined, imposed, or required
by any general law, special law or local law upon the Collector
for Washington County, for the collection of State and County
taxes and any and all rights, remedies and actions now pre-
scribed or which may be hereafter provided for the collection of
taxes by any general, special or local law, shall be available to
said County Treasurer for the purpose of enforcing payment
of said State and County taxes; the compensation of said
County Treasurer, elected or appointed as herein provided, to
be an annual salary of nine thousand dollars ($9, 000. 00), pay-
able in monthly installments of seven hundred and fifty dol-
lars ($750. 00) each, upon the last day of each and every
month, the same to be paid by the County Commissioners of
said County, and the said County Commissioners of Washing-
ton County be and they are hereby authorized and directed to
levy a per centum on the taxable basis of said Washington
County sufficient to raise and pay the said salary, and the said
County Treasurer shall receive no other compensation or com-
missions whatever, directly or indirectly, for the collection of
said State and County Taxes, and any profit accruing to said
County Treasurer from the discounting of State or County
taxes and interest received upon such deposits made as here-
inafter provided shall be chargeable against him in the ac-
counting and payment of his said salary as herein provided.
(b) The County Commissioners of Washington County are
hereby directed to retain the salary of $750. 00 per month for
the months of November and December during the second
and third and fourth years of the term of each County Treas-
urer if any delinquent taxes remain uncollected, and shall
continue to be retained until such delinquent taxes have been
collected or declared to be uncollectible on account of in-
solvency or on other legal grounds.
(c) The said County Treasurer shall assume and pay the
salaries or wages of the deputy treasurer or treasurers and
all clerks, regular or special, employed in the actual collection
of said taxes and the keeping of the books and records of said
office, shall provide all office stationery and shall likewise
bear the expenses of the printing of all delinquent tax notices,
all other expenses necessary and incident to the discharge of
the duty of said County Treasurer as imposed by this section
shall be borne and paid by the County Commissioners of
Washington County; including the furnishing of all books,
papers and tax bills, the said County Commissioners shall
likewise provide said County Treasurer with an office in the
Court House in Hagerstown, Maryland, and shall furnish and
