visions of Article XVI of the State Constitution, the text of
any such measures shall be published by order of the Governor
at least once in some daily newspaper of general circulation
throughout the State; in the case of laws referred only to the
voters of Baltimore City or of a particular County, such publi-
cation shall be made in a newspaper of general circulation in
said City or County.
SEC. 2. And be it further enacted, That if any clause,
sentence, paragraph, or section of this sub-title shall, for
any reason, be adjudged by any court of competent juris-
diction to be unconstitutional and invalid, such judgment shall
not affect, impair or invalidate the remainder thereof, but
shall be confined in its operation to the clause, sentence, para-
graph, or section thereof so found unconstitutional and in-
valid.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health, morals, safety and
welfare, and well»being, passed by a yea and nay vote sup-
ported by three-fifths of all of the members elected to each of
the two houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 104
of Article 52 of the Annotated Code of Maryland (1939
Edition), title "Justices of the Peace", sub-title "Trial
Magistrates System".
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 104 of Article 52 of the Annotated Code of
Maryland (1939 Edition), title "Justices of the Peace", sub-
title "Trial Magistrates System", be and the same is hereby
repealed and re-enacted, with amendments, so as to read as
follows:
104. Clerks. The County Commissioners shall provide such
clerical assistance, and pay such compensation therefor, as
said Commissioners may deem reasonably necessary for any
