following oath or affirmation: "I.......................... 9
make oath (or affirmation) on the Holy Evangely of Almighty
God, that I will faithfully and impartially discharge the
duties of Commissioner of Bel Air, to the best of my ability,
so help me God"; which shall be in the test book for other
offices in the custody of the said Clerk, and signed by said
Commissioners, which said oaths and signing shall be deemed
their qualifications.
99A. The Commissioners shall annually appoint a Clerk,
Treasurer, a Superintendent of Public Works and a Chief
Police Officer, provided that the present Treasurer shall hold
office until the first day of January, 1943.
99B. The Clerk shall keep minutes of the proceedings of
the Commissioners and shall preserve the same in a good and
substantial manner and such records shall be open to the
inspection of all persons interested therein. He shall also
be custodian of the records of the town.
99C. The Treasurer shall receive and collect all general and
special taxes and all other monies whatsoever due the town
and shall disburse the same as directed and authorized by the
Commissioners; he shall submit a detailed monthly and annual
report of all monies received and disbursed.
99D. The Superintendent of Public Works, under the direc-
tion of the Commissioners, shall have direct charge of all
public works of the town; he shall be custodian of the general
property of the town, including the streets, roads, alleys,
sewerage system and the sewerage disposal plant, buildings,
offices, machinery, tools, motor equipment, etc., and shall be
responsible for its care, use arid upkeep; he shall have charge
and direction of the working forces of the town and shall
oversee any work performed under contract; he shall attend
the meetings of the Commissioners and shall advise them as
to the condition of the public works as above defined; he shall
incur no expenditure of public funds except as authorized by
the Commissioners.
99E. The Chief Police Officer shall act under the immediate
direction of the Chairman of the Board of Commissioners or
the Commissioner appointed by the Board to supervise this
work, and shall perform such duties as they may direct; he
shall preserve the peace; prevent disorderly or irregular meet-
ings and shall enforce all ordinances of the town; he shall
serve such notices and process required by this Charter or by
any ordinance passed by virtue thereof, as directed.
