of the Code of Public Local Laws of Maryland, title "Har-
ford County", sub-title "Bel Air", and to enact in lieu
thereof a Charter for the "Town of Bel Air", Harford
County, Maryland, said new Charter to embrace Sections 95
to 124, inclusive, of the Code of Public Local Laws of Mary-
land, title "Harford County", sub-title "Bel Air"; said new
sections defining the boundaries providing for the govern-
ment of said Town by a Board of Town Commissioners and
defining the rights, powers, duties and obligations of the
said Town and the said Commissioners, including the right
to pass ordinances, levy and collect taxes, incur obligations,
maintain a police force, fire department, sewerage system,,
streets, alleys, etc., and to employ the necessary personnel
to put into effect the provisions of said Charter; said last
clause being descriptive of some of the powers but not in
limitation of the other rights and powers granted under said
Charter.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Charter of the "Town of Bel Air" as the same is
now codified as Sections 95 to 155, inclusive, of the Code of
Public Local Laws of Maryland, title "Harford County", sub-
title "Bel Air", be and the same is hereby repealed and in lieu
thereof there is enacted a new Charter for the "Town T of Bel
Air", said new Charter to constitute Sections 95 to 124, in-
clusive, of the Code of Public Local Laws of Maryland, title
"Harford County", sub-title "Bel Air", and to read as follows:
95. The citizens residing within the corporate limits of
that part of Harford County, Maryland, prescribed in the next
succeeding section, above the age of twenty-one (21) years,
who are assessed with at least One Hundred Dollars ($100. 00)
worth of real or personal property on the tax books of said
Town are hereby made a body politic and corporate by the
name and style of the "Town of Bel Air", and by that name
shall have perpetual existence and succession, sue and be sued,
plead and be impleaded in any Court of Law or Equity, have
and use a common seal, purchase and hold real and personal
property and sell and dispose of the same.
96. The corporate limits of the Town of Bel Air, Harford
County, shall be contained within the following metes and
bounds, to wit: Beginning for the same at a white flint stone
heretofore set up on the northwest side of the State Road lead-
ing from Bel Air to Baltimore it being a corner of the lands of
Doctor Howard A. Kelly and of Joseph R. Coale, and running
thence, south thirty-six (36) degrees forty-eight (48) minutes
thirty (30) seconds east twenty-eight and no (00) one-hun-
dredths (28. 00) feet to the middle of said road, and thence
