79A. In any proceeding for the enforcement of a claim for
compensation under this Article on behalf of any employee,
if the State Accident Fund or the insurance carrier, as the
case may be, has accepted from his employer a premium or
premiums on compensation insurance (either alone or in con-
nection with other insurance) with respect to such employee,
such Fund or carrier shall be estopped from asserting, as a
defense to such claim, that such employee was not engaged in
an extra-hazardous employment or that the employment was
not carried on for pecuniary gain.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1941.

(House Bill 27)
AN ACT to repeal Section 3 of Article 11 of the Annotated
Code of Maryland (1939 Edition), title "Banks and Trust
Companies", sub-title "Bank Commissioner", and to add a
new section to Article 41 of said Code, title "Governor—
Executive and Administrative Departments", sub-title "The
Finance Department", said new section to be known as
Section 133A, and to follow immediately after Section 133
of said Article, removing the Administrator of Loan Laws
from under the supervision of the Bank Commissioner, and
relating to the employees of said Administrator of Loan
Laws.
SECTION 1. Be it enacted by the General Assembly of Mary-
land,, That Section 3 of Article 11 of the Annotated Code of
Maryland (1939 Edition), title "Banks and Trust Companies",
sub-title "Bank Commissioner", be and it is hereby repealed,
and that a new section be and it is hereby added to Article 41
of said Code, title "Governor—Executive and Administrative
Departments", sub-title "The Finance Department", said new
section to be known as Section 133A, to follow immediately
after Section 133 of. said Article, and to read as follows:
133A. There shall be an Administrator of Loan Laws who
shall be appointed by the Governor and who shall be assigned
to the Division of Financial Review and Control. He shall
not be a stockholder, officer or director of any corporation, or
member of any partnership, engaged in, or be himself engaged
