section shall not apply to dogs kept at a duly established and
operated shelter or public pound.

SEC. 2. And lie it further enacted, That this Act shall take
effect June 1, 1941.

(House Bill 389)

AN ACT to add a new section to the Code of Public Local
Laws of Montgomery County (1939 Edition), being Article
16 of the Code of Public Local Laws of Maryland, title
"Montgomery County", sub-title "Maryland Washington
Metropolitan District", said new section to be known as
Section 675A and to follow immediately after Section 675
of said Article, to authorize the Maryland National Capital
Park and Planning Commission to build additions or rooms
adjoining or near the Jessup Blair Community House in
Silver Spring, for the use of the Silver Spring Public Li-
brary Association, and to authorize the Maryland National
Capital Park and Planning Commission and the Board of
County Commissioners of Montgomery County, to provide
the funds therefor, and to provide for the maintenance
thereof.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Code
of Public Local Laws of Montgomery County (1939 Edition),
being Article 16 of the Code of Public Local Laws of Mary-
land, title "Montgomery County", sub-title "Maryland Wash-
ington Metropolitan District", said new section to be known
as Section 675A and to follow immediately after Section 675
of said Article and to read as follows:

675A. The Maryland National Capital Park and Planning
Commission is hereby authorized and empowered to erect or
cause to be erected a room or rooms adjoining to or near the
present Jessup Blair Community House at Silver Spring, for
the use of the Silver Spring Public Library Association, and
for the purpose of defraying the cost of said construction the
Maryland National Capital Park and Planning Commission
is authorized to appropriate a sum not to exceed Three Thou-
sand Dollars ($3, 000. 00) from the Montgomery County Seven-
Cent Tax received by said Commission, and the County Com-
