SEC. 5. And be it further enacted, That nothing in this
Act shall be construed as interfering with the collection of
any taxes heretofore levied in Montgomery County or in any
town, municipality or special taxing area in said County, and
that all state, county and local taxes for the year 1940 and
previous years heretofore levied or which ought to have been
levied before the effective date of this Act, shall, in all re-
spects be levied, assessed or collected and paid as if this Act
had never been passed.

SEC. 6. And be it further enacted, That nothing in this Act
shall be construed, in any way, to affect the date of finality or
the taxable year for the levying and collection of ordinary
state taxes.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 279.
(House Bill 172)

AN ACT to repeal Sections 424, 427, 429 and 430 of Article 2
of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Anne Arundel County", sub-title "Sanitary Dis-
tricts", and to add twenty-seven new sections to said Article,
to be known as Sections 424, 426A, 426B, 426C, 426D, 426E,
427, 427A, 427B, 429, 429B, 429C, 429D, 430, 430A, 430B,
430C, 430D, 430E, 430F, 430G, 431A, 431B, 4310, 432A,
432B and 432C redefining the boundaries of the Sanitary
District; providing for the acquisition of real property
through public and private sales and for the exemption of
State, County and Municipal taxes thereon; providing for
the re-sale of real estate; providing for the incorporation of
new localities; providing for the consolidation of all dis-
tricts into one Sanitary District and the creation of sub-
districts; providing for the financing of new localities; pro-
viding for the issuance of bonds for the purposes of con-
struction upon the faith and credit of Anne Arundel County,
and to levy taxes, benefits, water and sewer charges and
