cordance herewith. Any vehicle or other object so re-
moved shall be lawfully retained until said lien has been
paid, if the said lien remain unpaid for a period of ten
days, the lienor shall sell said motor vehicle or other object
at public sale at some place which shall be convenient and
accessible to the public, at any time between the hours of 10
o'clock A. M. and 6 o'clock P. M. provided the time, place
and terms of said sale, together with a full detailed descrip-
tion of said motor vehicle or other object shall be inserted
in one or more newspapers published in the county where
said sale is to take place at least once each week for
two successive weeks prior to said sale; provided further,
that a registered notice shall be mailed at least ten days
prior to said sale to the owner of said motor vehicle or
other object, if his address is known or can be ascertained
by the exercise of reasonable diligence. Any excess in the
amount of the selling price of said vehicle or other object,
at said sale over and above the expenses thereof, includ-
ing a reasonable attorney's fee and the amount of said lien,
shall be remitted to the owner of said motor vehicles or
other objects, or if said owner be unknown paid into Court
for said unknown owner.

423J. Any provision of this act, the violation of which
is designated as a misdemeanor, shall be enforced by the
Police and/or Sheriff of Anne Arundel County, and/or by
any Special Police of Anne Arundel County or Constable
appointed to maintain law and order in said District,

SEC. 2. And be it further enacted, That if any word,
phrase, clause, sentence or part or parts of this Act, of if
any section of this Act shall be held unconstitutional such
unconstitutionality shall not affect the validity of the re-
maining part of this Act, or any section thereof. The Gen-
eral Assembly hereby declares that it would have passed the
remaining parts of this Act, or any section thereof if it
had known, such word, phrase, clause, sentence, part or
parts of section would be declared unconstitutional.

SEC. 3. And be it further enacted, That except as other-
wise provided herein, all Acts, or parts of Acts, laws, and
parts of laws, or ordinances inconsistent herewith or con-
trary hereto be and the same and hereby repealed to the
extent of such inconsistency.

SEC. 4. Be it enacted further, That this Act shall take
effect June 1, 1941.
