juries where, without such talesmen, there would not be
twenty of the original panel, exclusive of the jury charged,
from whom a jury can be formed; or may direct such tales-
men to be summoned whenever in the judgment of the
Courts a sufficient number of jurors of the regular panel
cannot be had to try the case, either civil or criminal.
SEC. 2. And be it further enacted, That all laws whether
public local, or general, inconsistent herewith be and the
same are hereby repealed to the extent of such inconsis-
tency.
SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1941.

CHAPTER 270.
(Senate Bill 293)
AN ACT to authorize and empower the Board of County
Commissioners of Kent County to borrow upon the faith
and credit of said County to the amount of $400, 000. 00
and to issue and sell bonds therefor, the proceeds thereof
to be used by the said Board of County Commissioners
for the construction and improving of school buildings
at Galena, Chestertown and Rock Hall; to levy such
sums as may be necessary to pay such bonds and interest
thereon as they mature; and to provide a referendum
thereon.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of Commissioners of Kent
County be and they are hereby authorized, empowered and
directed to issue serial coupon bonds on the faith and credit
of said County to the amount of $400, 000. 00 par value, said
bonds to be issued in denominations of $100. 00 or any mul-
tiple thereof, to bear interest at the rate of not exceeding
4% per annum payable semi-annually in each year during
which said bonds shall be outstanding and remain unpaid,
to be signed by the president of the Board of County Com-
missioners of said County, and countersigned by the Clerk
thereof (provided that the coupons for the interest thereon
may be authenticated by the engraved, lithographed or
printed signature of the president of the said Board of
County Commissioners), to have the Corporate Seal of
