powers are in reference to the criminal jurisdiction of said
deputy sheriffs in making arrests, or in any manner enforcing
the laws of the State of Maryland. Said police officers so
appointed shall receive no tenure of office tinder any present
or existing police civil service or retirement law, nor shall
they be subject to any benefits, financial or otherwise, under
Sections 778 to 800 of this Article, and they shall be appointed
without regard to the requirements of any existing civil service
law.

Said officers so appointed shall receive such compensation
as may, in the discretion of the Board of County Commis-
sioners, be fixed for their services, provided that, in no event,
shall they receive a rate of pay greater than that provided for
police officers of the same rank under Section 782 of this
Article.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be emergency law, necessary for the immediate
preservation of the public health and safety, and being passed
by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 252.
(House Bill 413)

AN ACT to authorize the Board of County Commissioners of
Montgomery County to issue refunding bonds of the county
for the purpose of refunding outstanding bonds of the
county maturing between June 30, 1941, and June 30, 1943;
to provide for the refunding or exchange of any outstanding
Montgomery County bond issues in 1941 and 1942; and pro-
vide for the refunding of outstanding Montgomery County
bonds after June 30, 1943, under certain conditions; to pro-
vide for the payment of such refunding or exchanged bonds
and interest thereon by the levy of taxes upon all taxable
property in the county, and to validate such outstanding
bonds.

SECTION 1. Be it enacted by* the General Assembly of Mary-
land, That the Board of County Commissioners of Montgomery
County be and the said Board is hereby authorized and em-
powered to issue at one time or from time to time refunding
