fifteen days notice in a newspaper of general circulation
throughout Baltimore County, of the place and time of, the
beginning of such hearing or hearings. The County Commis-
sioners shall have power, from time to time, upon recommenda-
tion by the Zoning Commissioner, to amend, supplement or
repeal the regulations or restrictions adopted by them, pro-
vided that the Zoning Commissioner shall hold a public hear-
ing or hearings on any proposed change, and the County Com-
missioners shall follow the same procedure with respect to
notice and public hearings as provided for the original regula-
tions and restrictions.

The County Commissioners shall have power, in providing
for the administration and enforcement of regulations and
restrictions, to appoint or designate a Zoning Commissioner.
The Zoning Commissioner may be the Roads Engineer, or the
Chief Engineer of the Metropolitan District, or any other
official or person selected by the County Commissioners to be
Zoning Commissioner. The County Commissioners shall have
power to designate and appoint a building inspector in each
of the election districts within Baltimore County, and to im-
pose upon such inspectors such duties and powers as may be
necessary or advisable for the proper administration and en-
forcement of zoning regulations and restrictions; and the
County Commissioners shall have power to designate the
assessors of new and missed property and any inspectors here-
tofore authorized by law as the building inspectors designated
under the authority of this Act.

The County Commissioners shall, in any plan of regulations
and restrictions, provide for a Board of Zoning Appeals con-
sisting of three members, and shall provide for appeals from
any decision of the Zoning Commissioner to the Board of Zon-
ing Appeals. The County Commissioners shall have power to
Impose on and vest in the Board of Zoning Appeals such duties
. and powers as may be necessary and advisable for the proper
administration of zoning regulations, including the power to
make exceptions in appropriate cases, and including the power
to summon and compel attendance of witnesses.

The members of the Board of Zoning Appeals shall be resi-
dents and taxpayers of Baltimore County; the term of office
of those first appointed shall expire on December 31, 1941, and
their successors shall be appointed for the terms of three years
each, subject, however, to removal for cause by the County
Commissioners, after written charges are filed and a public
hearing thereon is held.

Any person or persons, jointly or severally, aggrieved by
any decision of the Board of Zoning Appeals, or any taxpayer,
or any officer, department, board or bureau of the county, may
present to the Circuit Court of the County, a petition, duly
