vided, after approval by the Board. In case of a vacancy
occurring in the membership of any County Board by reason
of expiration of the term or otherwise, the Board of County
Commissioners of the county concerned shall forthwith pro-
ceed to appoint the requisite member or members from a list
to be submitted by the State Department of Public Welfare,
after conference with the Board of County Commissioners of
the county concerned, which list shall contain twice the num-
ber of persons to be selected. A vacancy created in the ex-
officio membership of the County Board shall be filled by the
Board of County Commissioners alone.

Each County Board shall select its own chairman annually.

The County Boards shall in their respective counties ap-
point the personnel necessary for the proper administration
of this Article, which power of appointment shall be subject
to the conditions prescribed in Section 9 of this Article.

15. The organization, rights, powers, duties, obligations
and functions of the Department of Public Welfare of Balti-
more City as prescribed in Section 167 of Article 4 of the
Public Local Laws relating to Baltimore City shall not be
affected by this Article, except as hereinbefore provided, but
, said Department of Public Welfare of Baltimore City is
hereby vested with all the rights, powers and functions which
are vested in the County Welfare Boards under this Article.

SEC. 2. And be it further enacted, That this Act shall take
effect on June 1, 1941.

CHAPTER 239.
(House Bill 235)

AN ACT to add a new section to Article 56 of the Annotated
Code of Maryland (1939 Edition), title "Licenses", sub-title
"Moving Picture Shows and Carnivals", said new section to
be known as Section 263A and to follow immediately after
Section 263 of said Article, providing for the licensing of
slot, coin or other new device machines for showing motion
pictures.

SECTION 1. Be it enacted ~hy the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
56 of the Annotated Code of Maryland (1939 Edition), title
"Licenses", sub-title "Moving Picture Shows and Carnivals".
