the products of a particular manufacturer or wholesaler, dis-
tiller, brewer, rectifier, blender, bottler, or distributor, to
any licensee; and, except as above provided, no licensee shall
accept, receive or make use of any money, gift, sign or dis-
play furnished by any manufacturer or wholesaler, or any dis-
tiller, brewer, rectifier, blender, bottler, or distributor, or be-
come indebted to any such person except for the purchase of
alcoholic beverages.

222. Any person violating any of the provisions of this
sub-title except Section 215, shall upon conviction by
the Circuit Court for Howard County be subject to a fine not
exceeding One Thousand Dollars ($1, 000. 00), or be imprisoned
for not exceeding one year, or both fine and imprisonment in
the discretion of the Court; and upon conviction it shall be
obligatory upon the Board of County Commissioners to
revoke, or suspend, for not less than one week, as said
Board may deem proper under the circumstances, any
license granted to such person under the provisions of
this sub-title, the unearned portion of the fee paid for
said license to be refunded as provided in Section 212B
of this sub-title. Any false statement, affidavit or oath re-
quired under the provisions of this sub-title shall be deemed
perjury and the offender, upon conviction thereof, shall be sub-
ject to the penalties prescribed in this section.

SEC. 2. And be it further enacted, That all general or local
laws, to the extent that they may be inconsistent herewith, are
hereby repealed.

SEC. 3. And be It further enacted, That this Act is declared
to be an emergency law necessary for the preservation of the
public health and safety, and having passed upon a yea and
nay vote, supported by three-fifths of all the members elected
to the two Houses of the General Assembly, the same shall
be effective from May 1, 1941.
