and the semi-annual interest coupons attached to said
bonds shall bear the facsimile signature of the Mayor of
Crisfield printed, lithographed or engraved thereon.

SEC. 3. And be it further enacted, That said bonds,
when, as and if issued, and the interest payable thereon, in
the hands of the persons entitled thereto from time to time
shall be and remain forever exempt from State, county
and municipal taxation of every kind and nature whatso-
ever in the State of Maryland.

SEC. 4. And be it further enacted, That in the ordi-
nance or ordinances authorizing the issue and sale of said
bonds, said Mayor and Council of Crisfield shall provide
that said bonds shall first be offered for sale by com-
petitive bids at public sale upon due notice by publication
of the time, place and conditions of said sale, and said or-
dinance shall prescribe the form of said notice of sale. Said
notice of sale shall be advertised or published in a news-
paper having a general circulation in Somerset County
once a week for not less than two consecutive weeks next
preceding the date set for receiving the bids for said bonds,
and said notice shall state, among other things, the time
and place of said sale. Said notice shall solicit competi-
tive bids for said bonds and shall offer to sell said bonds
to the highest bidder therefore agreeing to pay riot less than
par for said bonds and whose bid is in all other respects
satisfactory and adequate in the judgment of the Mayor
and Council of Crisfield. Said notice of sale may, in the
discretion of the Mayor and Council of Crisfield, fix the
interest rate payable on said bonds, or the bidders may be
requested to name the interest rates upon which their bids
are based, in which event said notice of sale shall clearly
state the method by which the highest bidder or bidders
will be determined. Said notice of sale shall contain a
brief description of said bonds so as to provide bidders with
adequate information for preparing their bids, and said
notice of sale shall also reserve to the Mayor and Council
of Crisfield the right to reject any and all bids, and shall
require all bidders to accompany their bids with certified
checks in a designated amount to evidence their good faith.
On the date and at the place named in said advertisement,
said bids shall be filed with the City Clerk and at the time
advertised, said bids shall be opened by him in the
presence of the Mayor and Council of Crisfield in public
meeting assembled. If said Mayor and Council of Cris-
field shall determine that said prices bid are inadequate,
said bonds may be re-advertised from time to time in the
manner above specified, or, in the discretion of the Mayor
