CHAPTER 174.
(House Bill 298)
AN ACT to repeal and re-enact, with amendments, Section
491 of Article 4 of the Code of Public Local Laws of Mary-
land (1938 Edition), title "Baltimore City", sub-title
"Criers, Bailiffs, Watchmen and Stenographers", by provid-
ing authority to the Clerk of the Circuit Court of Baltimore
City, the Clerk of the Circuit Court Number Two of Balti-
more City and the Clerk of the Baltimore City Court respec-
tively to appoint a night watchman.
SECTION 1. Be It enacted by the General Assembly of Mary-
land, That Section 491 of Article 4 of the Code of Public Local
Laws of Maryland (1938 Edition), title "Baltimore City", sub-
title "Criers, Bailiffs, Watchmen and Stenographers", be and
it is hereby repealed and re-enacted with amendments to read
as follows:
491. The Clerk of the Circuit Court of Baltimore City,
the Clerk of the Circuit Court Number Two of Baltimore
City and the Clerk of the Baltimore City Court are re-
spectively authorized and empowered to appoint a night
watchman, whose duty shall be to strictly and vigilantly guard
throughout the year, between the hours of six P. M. and seven
A. M., the records and papers deposited in their respective
offices, and who shall be removed in the discretion of the said
clerks, respectively, for neglect or carelessness in the discharge
of his duties, or for other good and sufficient cause.
SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1941.

CHAPTER 175.
(House Bill 197)
AN ACT to authorize and direct the Police Commissioner of
Baltimore City to pay a pension to Frank B. Semon, a
former member of the Police Department.
WHEREAS, Frank B. Semon was appointed a patrolman on
February 14, 1924, and, due to an injury, was assigned to act
as Telephone Operator for about six years and was thereafter
