bonds contained in the Charter of said municipality or in any
other law which limits, restricts or in any other way affects
the powers herein granted, nor any of the provisions of Chap-
ter 630 of the Acts of 1939 of the General Assembly of Mary-
land shall be applicable hereto.

SEC. 5. And he it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote supported by three-fifths of all
the members of the General Assembly of Maryland, shall take
effect from the date of its passage.

CHAPTER 160.
(House Bill 312)

AN ACT to add a new section to Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Anne
Arundel County", sub-title "Clerk", said new section to be
known as Section 192A and to follow immediately after
Section 192 of said Article, relating to the recording of
discharge papers of certain persons.

(Vetoed. )

CHAPTER 161.
(House Bill 135)

AN ACT to repeal and re-enact, with amendments, Section 161
of Article 3 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Baltimore County", sub-title "County
Treasurer", changing the period of redemption in tax sales
from two years to one year.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 161 of Article 3 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Baltimore County",
sub-title "County Treasurer", be and the same is hereby re-
pealed and re-enacted, with amendments, to read as follows:

161. When any real estate shall be sold under the provisions
of the preceding section, the sale shall be for cash, and shall
