Department, have been filed by the Commissioner in which
his objections to the approval of these Acts are voiced. Certain
of the measures are duplicates of Bills passed in previous
sessions and vetoed.

It seems apparent that to have these Bills sustained would
unduly interfere with the administration of the Department
and would grant special privileges to persons who are not
entitled to such privileges, under the existing regulations. In
effect, the money contributed by other police officers into the
pension system would be used to pay allowances which are
not cognizable under the rules of the system.

In keeping with my announced policy to cooperate with the
Department in such matters, I find it necessary to veto these
measures. They are:

Chapter 168 (House Bill 334)

Chapter 173 (House Bill 58)

Chapter 795 (House Bill 706)

Chapter 803 (House Bill 773)

Chapter 463 (House Bill 174). This Bill is vetoed on the
strength of formal representations from the Commissioner of
Police of Baltimore City, Robert F. Stanton, whose expression
of opinion I quote as follows:

"House Bill No. 174, which became Chapter 463,
provides that contributions made by police officers to
the Special Fund for Widows be refunded to the
widows of officers who die while in the military or
naval service of the United States.

"The Special Fund for Widows has been operative
only since June 1, 1939, and not more than five
members have been called into the military or naval
service. This fund is solely dependent upon contribu-
tions from members who have established Eligibility
to provide, in the event of death, for the payment of a
pension to the widow or dependent children, and it
has no other source of revenue. It is reasonable to
conclude that the Federal Government will provide a
pension or some other form of relief for widows and
dependents of members who die while in the military
or naval service, and in the circumstances, I cannot
recommend approval of this bill. "
Under the circumstances, I am vetoing the measure.

Chapter 602 (Senate Bill 516). This Bill would grant
increased pensions for members of the police force and certain
other employees of the Department for services in excess of
