CONTINGENT APPROPRIATIONS—GENERAL FUNDS
Item No. 1. Contingent upon the passage of Legislation providing for a new State
Employees' Retirement System, the sum of $10, 000. 00 is hereby appropriated to the
Board of Trustees of the State Employees' Retirement System for each of the fiscal
years 1942 and 1943 for the cost of administration of said system.
Item No. 2. Public Schools. Contingent upon the passage of Senate Bills Nos. 327
and 329, there is hereby appropriated to the State Department of Education the sum
of $130, 148. 00 for the fiscal year 1942 and the sum of $190, 000. 00 for the fiscal year
1943 for the purpose of paying a portion of the salaries of colored teachers beginning
January 1, 1942; which sums are to be supplemented by the various Counties in which
it will be necessary to do so, according to Senate Bill No. 329; and further, that the
appropriations of $130, 148. 00 and $190, 000. 00 for 1942 and 1943, respectively, are con-
tingent upon $95, 000. 00 or approximately that much in each year being produced by
taxes imposed upon half-mile race tracks by legislation passed at the 1941 session of
the General Assembly. The State's share, as appropriated, includes savings in the
Public School Budget passed by the General Assembly of 1939, in the approximate
amount of $90, 000. 00 to be used in the fiscal years 1942 and 1943. The said sums of
$130, 148. 00 for the fiscal year 1942 and $190, 000. 00 for the fiscal year 1943 are to be
allocated to the following Counties of the State in the amounts indicated:

Item No. 3. Contingent upon the passage of Senate Bills Nos. 327 and 329, there
is hereby appropriated to Baltimore City, to offset the estimated deficiency in the
share of income tax to the City due to the failure of enactment of legislation recom-
mended by the Tax Revision Commission intended to provide the City with sources
of revenue to take care of such estimated deficiency, the sum of $125, 000. 00 for each
of the fiscal years 1942 and 1943.
