hereby added to said Article, to be known as Sections 221A,
221B, 221C, 221D, 221E, 221F, 221G, 221H, 221-1 and 221J,
to follow immediately after Section 221 of said Article and to
read as follows:

221. The Mayor shall appoint such number of Policemen
as may from time to time be provided by ordinance, who,
within the police limits of the said city, shall have all the
powers possessed by Constables in this State, except as to the
collection of debts, and shall perform such duties as may be
prescribed by ordinance, and shall not be entitled to any fees,
costs or other emoluments except wages; all other officers of
the corporation not herein named, who shall be deemed neces-
sary to execute the laws and ordinances of the corporation whose
offices are now or may hereafter be provided for by law or by
ordinance, order or resolution of the Board of Aldermen, shall
be appointed by the Mayor at the usual time of making ap-
pointments or at such time as the ordinances may prescribe,
and they and all officers herein named shall receive such
compensation as shall be fixed from time to time by the ordi-
nances of the corporation, and the Board of Aldermen
shall have the power and authority to remove from office
any policeman or other officer who may be found inefficient,
incompetent or incapable, or who may be guilty of any mis-
conduct or malfeasance in office, or who is negligent in the
performance of his duties.

221A. Within 5 days after the effective date of this Act, the
Mayor shall appoint, subject to confirmation by the Board of
Aldermen, a bi-partisan commission consisting of five mem-
bers, three of whom shall be selected from the majority politi-
cal party in the city and two from the minority party, which
commission shall be known as the Police Commissioners for
Frederick City, hereinafter referred to as Commissioners. One
Commissioner shall be appointed for a term of one year, two
for two years, and two for three years; and all subsequent
commissioners shall be appointed for a period of three years.

221B. (a) Any person desiring to be appointed to the posi-
tion of policeman shall make application to the Commissioners
within the time provided by ordinance or in the rules and
regulations to be adopted by the Board of Aldermen. The
Commissioners shall examine all applicants for appointment
as to their moral, educational, and community deportment
qualifications and submit their findings to the Board of Alder-
men.

(b) The Commissioners are hereby authorized to appoint a
physician as Medical Examiner, who shall examine all appli-
cants for policeman as to their physical fitness to become
