terest or as to principal only, and as to all other matters per-
taining to the form and content of said bonds the decision of
the County Commissioners of Allegany County shall be final
except as herein otherwise limited.

SEC. 4. And be it further enacted, That said bonds shall be
issued to mature serially over a period of fifteen (15) years,
beginning with the year 1942 to and including the year 1956,
and if the whole amount of said bonds is issued at one time,
then said bonds shall be made to mature in the order of their
consecutive numbers in fifteen (15) equal annual install-
ments of Ten Thousand Dollars ($10, 000. 00) aggregate par
amount thereof each. The County Commissioners of Allegany
County are hereby empowered to alter or change said maturity
schedule in the event said bonds are issued after the year 1942
or in the event that less than the whole amount of the bonds
hereby authorized is issued at any one time, provided, how-
ever, that in no event shall any of the bonds authorized hereby
be issued to mature later than fifteen (15) years from their
respective date or dates of issue.

SEC. 5. And be it further enacted, That the bonds hereby
authorized to be issued, or any part thereof, and the interest
payable thereon, in the hands of the person or persons thereto
entitled shall, so long as any of said bonds are outstanding
and unpaid, be and remain exempt from State, County and
municipal taxation of every kind and nature whatsoever in the
State of Maryland.

SEC. 6. And be it further enacted, That in order to pro-
vide for the sale of said bonds hereby authorized to be issued,
the County Commissioners of Allegany County are hereby
directed, first, to call for competitive bids for said bonds at
public sale and to that end to give notice of said sale by
advertisement once in each of two successive weeks next pre-
ceding the date fixed for such sale, in such newspapers or
periodicals as may be determined upon by said County Com-
missioners of Allegany County. Said notice of sale shall state
that the County Commissioners of Allegany County will be
in readiness at a certain time or on a certain day within the
week following the last publication of said notice to receive
sealed bids for said bonds at such place and under such cir-
cumstances and in accordance with such regulations as may
be described in said notice by the County Commissioners of
Allegany County. Said notice shall contain a brief descrip-
tion of the bonds offered for sale and shall also recite the terms
and conditions of sale as the same may be determined by the
County Commissioners of Allegany County in its discretion;
