the provisions of Article 43 of the Annotated Code of Mary-
land (1939 Edition).
SEC. 2. And be it further enacted,. That this Act is hereby
declared to be emergency law, and necessary for the immediate
preservation of the public health and safety, and being passed
upon a yea and nay vote, supported by three-fifths of all of the
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage.

AN ACT to add one new section to Article 77 of the Anno-
tated Code of Maryland (1939 Edition), title "Public Edu-
cation", sub-title "Chapter 17. High Schools", said new
section to be known as Section 191A, to follow immediately
after Section 191 of said Article, relating to the issuance
of certificates equivalent to high school certificates under
certain conditions.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That one new section be, and it is hereby added to Ar-
ticle 77 of the Annotated Code of Maryland (1939 Edition),
title "Public Education", sub-title "Chapter 17. High Schools",
said new section to be known as Section 191A, to follow im-
mediately after Section 191 of said Article, and to read as
follows:
191 A. (a; Any person who has resided in Maryland for
at least one year, who is 19 years of age or older and who
has not obtained a high school certificate or diploma, may ob-
tain an equivalent certificate in accordance with this Section.
(b) The State Board of Education shall provide for ex-
aminations for such persons on at least two occasions in each
year at places throughout the State reasonably convenient for
the applicants. On each occasion, examinations shall be
offered in the usual high school subjects. The State Board of
Education may, in its discretion, charge an examination fee
not to exceed Two Dollars for each subject taken by any ap-
plicant, and said fees shall be used by the State Department
of Education for expenses incurred in administering this Act.
Failure of any examination in any subject shall not prevent
the taking of subsequent examinations in the same subject.
