lessee providing the assent shall first be had and obtained of
a majority of the legal voters casting ballots at a general
or special election held for that purpose after twenty days'
public notice in two newspapers, if so many be published in
said City, published at least once a week for three successive
weeks prior to such election.

SEC. 135. The Mayor and City Council shall, however, have
authority to rent or lease any property belonging to the City
for a non-renewable term of ten years or less without the con-
sent of a majority of the voters first being had and obtained.

LEASE OR SALE OF UTILITIES

SEC. 136. The Mayor and City Council may lease, sell, ex-
change or otherwise dispose of any Electric Light and Power
Plant, Water or Gas Works or any other Utilities now owned
or hereafter acquired and upon such terms and conditions as
may prescribe, providing that such sale, lease, exchange or
other disposition shall be first approved by the Public Service
Commission of Maryland; and also providing that notice of
such disposition and approval by the Public Service Commis-
sion shall then be advertised in two newspapers, if so many be
published in said City, at least twice within fifteen days after
the date of order of approval of the Public Service Commis-
sion; and still further providing that at a general or special
election held for that purpose after notice by publication
thereof at least once a week for three successive weeks in two
newspapers, if so many be published in said City, beginning
on or after the date of ratification by the Public Service Com-
mission, the majority of the voters casting their ballots at said
general or special election shall then approve the said lease,
sale, transfer, exchange or other disposition of said utilities.

HARFORD MEMORIAL HOSPITAL

SEC. 137. The Mayor and City Council are hereby author-
ized in their discretion to contribute for the maintenance and
support of the Harford Memorial Hospital, formerly known as
the Havre de Grace Hospital of Harford County, the sum of
One Thousand ($1, 000. 00) Dollars annually or so much thereof
as they may in their judgment think proper.

ANNUAL AUDITS

SEC. 138. At the first meeting in February of each year
the Mayor and City Council shall provide by Ordinance or
otherwise for an audit by a Certified Public Accountant for
the preceding twelve months period covering all receipts and
disbursements of the City and the Municipal Utilities Com-
