be actually used, occupied and employed for such said manu-
facturing purposes in the City. The Mayor and City Council
are solely to determine what factories, manufacturing indus-
tries, establishments, plants and the like are within the mean-
ing and purpose of this Act.

COUNTY COMMISSIONERS RELIEVED FROM CARE OF STREETS.

SEC. 97. The County Commissioners shall be relieved from
the care of the roads, streets, and alleys within the corporate
limits of the City of Havre de Grace, and the care of the same
shall be transferred to the Mayor and City Council of Havre
de Grace, and in consideration of said transfer all the property
within the corporate limits of said City shall hereafter be
exempt from taxation for public, district or county road
purposes outside of said corporate limits; but nothing in this
section contained shall be construed as preventing or pro-
hibiting the said County Commissioners of Harford County
from making appropriations out of the general levy of the
County for the use of the corporation of Havre de Grace or
from levying for the same.

MUNICIPAL UTILITIES COMMISSION.

SEC. 98. In the event that at any time the Mayor and City
Council of Havre de Grace shall acquire in any manner what-
soever the property and assets of any person, firm or corpora-
tion furnishing electricity, water or other public necessities
and services to the City of Havre de Grace or its citizens, or
shall decide to inaugurate the furnishing of electricity, water
or other public necessities or services to the City of Havre de
Grace or its citizens, such property and assets when acquired
shall be vested for its control, supervision and operation in a
Commission known as the Municipal Utilities Commission.

SEC. 99. The said Municipal Utilities Commission shall
consist of three persons who shall not be less than thirty years
of age and who are citizens and taxpayers of the City of
Havre de Grace; and the said persons, hereinafter called
Commissioners, shall be appointed by the Mayor, by and with
the consent of the City Council, and each shall receive annual
compensation for his services as said Commissioners in the
sum of One Hundred ($100. 00) Dollars.

SEC. 100. The said Commissioners shall take the same oath
herein prescribed for all elected or appointed officers and shall
be subject to the same penalties for violation of the same.

SEC. 101. Successors to the present Commissioners whose
terms either have expired or will expire on the first Monday
