HERBERT R. O'CONOR, GOVERNOR. 1825

SEC. 42. Exclusive of the Mayor or Presiding Officer, four
members of the City Council constitute a quorum for the trans-
action of business.

SEC. 43. In the absence of both the Mayor and President of
the Council, the members shall elect a presiding officer for any
particular meeting.

SEC. 44. The Members of the City Council shall assemble
in the City Council Chamber at the hour fixed for the meet-
ings of the Mayor and City Council. The Mayor, or in his ab-
sence, the President of the City Council shall take the Chair
and call the Council to order. The order of business shall be
transacted in the following order:

1. Call of the Roll.

2. Reading of the Minutes.

3. Report of communications.

4. Report of Finance Committee.

5. Considering the Passing of Bills.

6. Orders.

7. Leave to introduce Ordinances.

8. Unfinished Business.

9. Resolutions.

10. Reports of other Standing Committees.

11. Reports of Special Committees.

12. Report of the Chief of Police.

13. Report of the Treasurer.

14. Report of Street Superintendent.

15. Report of the Health Officer.

16. Report of Ordinances and Second Readings.

17. New Business.

18. Adjournment.

SEC. 45. The Mayor and City Council shall have authority
to otherwise formulate and carry out rules for other proceed-
ings and be governed solely thereby. They may further assign
to all officers named in this Charter such other and further
duties not otherwise herein provided.

AUTHORITY OF THE MAYOR AND CITY COUNCIL

SEC. 46. The Mayor and City Council shall have power to
pass all Ordinances and Resolutions not contrary to the Con-
stitution of the United States and the State of Maryland as
they may deem necessary for the good government and benefit
of the City.

SEC. 47. The Mayor and City Council may pass Ordinances
to suppress, discontinue, prevent, remove and abate all nuis-
