AN ACT to repeal Sections 268 to 270, inclusive; 274 to 280,
inclusive; 282 to 289, inclusive; 292 to 301, inclusive; 303;
306 to 315, inclusive; 317 to 333, inclusive; 337 to 351, inclu-
sive; 381; 383 to 385, inclusive; 387 to 397, inclusive of
Article 13 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Harford County", sub-title "Havre de
Grace"; Chapters 455, 353, 343, 327 of the Acts of 1931;
Chapter 157 of the Acts of 1935; Chapters 67, 520, 545 of
the Acts of 1937; Chapter 659, 660 of the Acts of 1939; and
to substitute in lieu thereof a recodification and new pro-
visions known as The Charter of the City of Havre de Grace,
providing for the government of the said City.

SECTION 1. Be it enacted ~by< the General Assembly of Mary-
land, That Sections 268 to 270, inclusive; 274 to 280, inclusive;
282 to 289, inclusive; 292 to 301, inclusive; 303; 306 to 315,
inclusive; 317 to 333, inclusive; 337 to 351, inclusive; 381;
383 to 385, inclusive; 387 to 397, inclusive of Article 13 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Harford County", sub-title "Havre de Grace"; Chapters 455,
353, 343, 327 of the Acts of 1931; Chapter 157 of the Acts of
1935; Chapters 67, 520, 545 of the Acts of 1937; Chapters 659,
660 of the Acts of 1939; be and the same are hereby repealed
and re-enacted to be known as The Charter of the City of
Havre de Grace and to be made part of Article 13 of the Public
Local Laws of 1930 and to read as follows:

A CORPORATION.

SEC. 2. That the citizens of the City of Havre de Grace,
Harford County, Maryland, are hereby constituted and made
a body corporate under the name of "The Mayor and City
Council of Havre de Grace" and by that name may have per-
petual succession, sue and be sued, have and use a common
seal, purchase, hold, sell, lease, mortgage, pledge and dispose
of real, personal and mixed property for the benefit of the
City, subject to such provisions hereinafter contained, as well
as have other rights and powers hereinafter provided.

RESTRICTION OF INTEREST OF CITY OFFICIALS.

SEC. 3. That the government of the City of Havre de Grace
shall be vested in a Mayor and six Councilmen to be elected as
hereinafter provided. No person elected and qualified as
Mayor or Councilman, or any person holding any office by
election, appointment or otherwise, under the provisions of
