trustee, contractor or agent under any contract, mortgage,
conveyance, trust indenture or ordinance as heretofore pro-
vided, none of the property within the corporate limits of
Crisfield comprising all or a part of said system, nor the
income derived therefrom, shall be subject to taxation by the
State of Maryland or by any county or municipality of said
State so long as said Mayor and Council shall have the pos-
session of said system and the right to maintain and operate
the same or the title thereto or the right to retake possession
thereof or title thereto upon the liquidation of all indebted-
ness, as hereinabove provided, but this exemption shall not
apply if the said Mayor and Council shall at any time grant
a franchise to any private person or corporation purchasing
said system for the operation thereof.

116W. Notwithstanding any of the foregoing1 provisions
of Sections 116A to 116V of this sub-title, the Mayor and
Council may exercise any and all powers which it may now
or may hereafter possess under the laws of the State of Mary-
land and not inconsistent with the powers hereby granted,
relating to or which may be in any manner in aid of the
powers granted hereby, but to the extent that any present
public local laws or acts relating to Crisfield, or parts thereof,
are inconsistent with the provisions of Section 116A to 116V
of this sub-title, the said Sections 116A to 116V shall prevail.

116X. The provisions of Sections 116A to 116W of this
sub-title are severable, and if any of said sections or parts
thereof shall be held unconstitutional by any court of com-
petent jurisdiction, the decision of such court shall not affect
or impair any of the remaining sections or parts thereof.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

AN ACT to add a new section to Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Anne
Arundel County", sub-title "Police Department", and to add
another new section to said Article, sub-title "Sheriff", said
new sections to be known as Section 406BA and Section
466A and to follow immediately after Sections 406B and
