(5) to make rules and regulations concerning the sale and
distribution of alcoholic beverages in Montgomery County,
and to publish and distribute such rules and regulations and
price lists, and the Alcoholic Beverage Law, in pamphlet form;

(6) to refuse to sell any alcoholic beverage to any person
who, in its judgment, is not a suitable person to purchase or
consume such beverages;

(7) to enter into any and all contracts;

(8) to do all other things necessary or incidental to the
proper execution of this Act.

65A. The County Commissioners of Montgomery County
shall have full power and authority:

(1) to appoint a general manager of said dispensaries and
warehouses, to fix his compensation and prescribe his duties,
and to require such bond for the faithful performance of his
duty as said board may determine, and he shall serve at the
pleasure of the Board.

(2) To appoint a clerk and secretary of said Liquor Con-
trol Board of Montgomery County to fix his compensation
and prescribe his duties and to require such bond for the faith-
ful performance of his duties as said Board may determine
and he shall serve at the pleasure of the Board, provided,
however, that the County Commissioners may in their discre-
tion appoint the clerk to the Board of County Commissioners
to act as a member of said Liquor Control Board or general
manager as provided in paragraph (1), Section 65A of this
Article. Provided, however, that in the event the clerk to
the Board of County Commissioners of Montgomery County
is designated as either a member, general manager or clerk
and secretary of the Liquor Control Board of Montgomery
County, the compensation so fixed for his additional duties
shall be paid to him in addition to any sums paid for his
services as clerk to the Board of County Commissioners of
Montgomery County.

(3) to appoint an attorney, inspector and such other em-
ployees as may be necessary to conduct the County dispen-
saries, stores and warehouses, and in the distribution of alco-
holic beverages, and to fix their compensation and to require
such bonds for the faithful performance of their duties as
said Board may determine, and which said attorney, inspec-
tors and employees shall serve at the pleasure of the Board.

(3) The Board of County Commissioners of Montgomery
County is hereby authorized and empowered to borrow upon
the credit and faith of said County such sum or sums as it may
deem necessary to provide the Liquor Control Board with an
adequate working capital for the establishment and operation
of and to build or buy adequate quarters for such dispensaries,
