any contributions, donations or appropriations which may
be made for such purposes or any of them by the United
States or by the District of Columbia or by the State of Mary-
land or by any other political community or by any private
person; provided that the title to the lands acquired under
sub-section l(a) of the aforesaid, Public Act No. 284, 71st
Congress, shall vest in the United States, as provided in said
Act; and provided, further that the title of any other land
or property acquired shall not be placed in or granted to the
United States or in or to any person, corporation or political
community other than the District itself or the State of Mary-
land without the approval of the General Assembly of Mary-
land, nor shall the control, maintenance, operation or policing
of any such other park, parkway, forest, street, road, boule-
vard or other public way, ground or space within the District
be placed in or surrendered to the United States or to any
other person, corporation or political community other than
the Commission itself without the approval of the General
Assembly of Maryland. Provided, however, that nothing in
this Act shall be deemed to limit or restrict the police power
of the State of Maryland or of the respective counties in
which the respective park, parkway, forest, street, road, boule-
vard or other public way, ground or space shall be located.
Lands acquired hereunder, title to which shall become vested
in the State of Maryland, shall be held by the said State for the
general benefit of the citizens of the State of Maryland and
especially for the benefit of the Citizens and residents of Mont-
gomery and Prince George's County, respectively, within the
said Maryland-Washington Metropolitan District; provided
that title to such lands shall not be conveyed out of the State,
nor shall such use be extinguished without the concurrent
action of this Commission.
The Commission shall have the power to negotiate, enter
into and make arrangements with the aforesaid National
Capital Park and Planning Commission or other Federal
agency or with representatives of the State of Virginia or
with other official corporations of Montgomery and Prince
George's Counties relating to the acquisition, development
or improvement of land and other property within the District
for said purposes or any of them, but shall not obligate itself
or the District for expenditures beyond the amount of funds
in its possession or to be available to it from bonds, taxes,
donations, contributions or appropriations as provided for or
referred to in this Act.
The Commission shall have the power to lease for a term
not exceeding ten years and to renew such lease from time
to time for additional terms not exceeding ten years each to
any responsible individual, partnership or corporation any
