fited thereby; (8) to remove or cause to be removed or to
render secure any house or houses, building, or other struc-
ture or objects that may be dangerous to property, health
or life; (9) to make reasonable regulations in regard to
buildings to be erected in said town; (10) to make and
establish grades upon the streets and highways of said
town; (11) to cause sidewalks to be graded, paved, re-
paired or made, and curbs to be set, at the cost and expense,
in whole or in part, of the abutting property or the owner
thereof, which cost and expense shall be a lien upon the
abutting property in favor of the Corporation until paid,
and such lien may be enforced by distraint or suit at law
in the same manner as the collection of corporate taxes are
enforced, or the Corporation may, by fine or otherwise,
compel the owner or proprietor of any lot or lots to pave or
repave the sidewalks or footways of any street adjacent
to said lot or lots and to set curbs along the same; (12) to
cause the streets, ways and alleys, the watercourses, drains,
sewers and gutters to be macadamized or paved, kept in
repair and cleaned and charge the whole or any part of the
cost thereof to the property abutting thereon; (13) to
establish and maintain a lockup in said town for the con-
finement of violators of the law and ordinance thereof
pending commitment; (14) to prevent horses, cattle, goats,
swine, dogs and fowls from running at large in the town;
(15) to regulate and control all offensive trades, and man-
ufactures in the town; (16) to prohibit hog pens and
slaughter houses within the limits of the town; (17) to
pass local traffic regulations not inconsistent with the laws
of the State; (18) to purchase, receive and hold such real
and personal property as may be necessary or proper for
municipal purposes, and to control, dispose of and convey
the same for the benefit of the town; (19) to grant fran-
chises in the highways and public places of the town to
public service corporations on such terms as it shall think
proper; (20) and in addition to the power of providing by
contract for the lighting of its streets, lanes, alleys, public
places and buildings of the town, they shall have the power
also to construct or purchase, own, improve, extend, repair,
maintain and operate an electric light plant for the purpose
of lighting said streets, public places and for furnishing
light and power for the use of the citizens thereof; (21)
to provide for the punishment of any person or persons
keeping a vicious or annoying dog and to provide for the
killing of any such dog; (22) and to impose fines for vio-
lations of any laws or ordinances not exceeding Twenty
Dollars for each offense and provide that upon failure or
refusal to pay such fine the party convicted may be con-
