(a) To make and publish uniform regulations, not incon-
sistent with law, for the keeping, storing, use, manufacture,
sale, handling, transportation or other disposition of highly
inflammable materials, rubbish, gunpowder, dynamite, crude
petroleum or any of its products, explosive or flammable fluids
or compounds, tablets, torpedoes or any explosive of a like
nature, or any other explosive, including fireworks and fire
crackers, and may prescribe the materials and construction of
receptacles and buildings to be used for any of the said
purposes.

(b) To make and publish uniform regulations, not incon-
sistent with law, applicable to the construction, alteration or
repair of buildings and other structures with respect to chim-
neys, flues, stoves, heaters, ranges, furnaces, boilers, fireplaces
and electrical wiring, connections and appliances; provided,
however, that such regulations shall not apply to any public
utility corporation which is subject to regulation by the Public
Service Commission of Maryland.

(c) To deputize a member of any volunteer fire department,
duly organized and operating in this State, who is approved by
the chief of his department and who is properly qualified
through a training course of not less than three days and who
has successfully passed an examination upon the same, or other
suitable persons, to act as his deputies for the purpose of mak-
ing such inspections and investigations and carrying out such
orders as may be prescribed by him, to enforce and make
effective the provisions of this sub-title, and of any and all
regulations promulgated by him under authority thereof.

71A. Any person violating any regulation lawfully made
pursuant to Section 71, and in effect as provided by Section
71B, shall be deemed guilty of a misdemeanor and upon con-
viction shall be subject to a fine not exceeding five hundred
dollars ($500. 00) for each offense.

71B. Whenever any regulation is made by the Commis-
sioner pursuant to Section 71, he shall transmit not less than
two copies thereof to the Department of Legislative Reference
where, until revoked or superseded by subsequent regulation,
the same shall be available for inspection during said De-
partment's ordinary business hours by any member of the
public. No regulation shall become effective prior to the
twentieth day following the day on which copies thereof shall
have been received by the said Department, but a later effective
date may be specified by the Commissioner. The Commis-
sioner may revoke any regulation by giving written notice to
the Department of Legislative Reference and such revocation
may, if so specified in the notice, take effect immediately upon
receipt thereof by the said Department. A record of the time
