SEC. 4. And be it further enacted, That the County
Board of Education of Garrett County are hereby directed
and empowered to enter into a contract for the erection of
a one-room frame building at Hutton but the plans for
said building shall be subject to the approval of the State
Superintendent of Schools, as provided by Section 30 of
Article 77 of the Annotated Code of Maryland (1939 Edi-
tion). Any balance remaining after paying the cost of
erection of the auditorium at Accident or the building at
Hutton shall be used by the County Commissioners for
general County purposes.
SEC. 5. And be it further enacted, That for the purpose
of paying said note or notes with interest thereon, the
County Commissioners of Garrett County are hereby
authorized and directed to include in the levy for the year
1942 a sufficient amount to pay said note or notes with the
accumulated interest thereon, and shall levy a sufficient
tax on the taxable property of Garrett County to produce
said sum.
SEC. 6. And be it further enacted, That this Act is
hereby declared to be an emergency law, necessary for the
immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT to add one new Section to Article 93 of the Anno-
tated Code of Maryland (1939 Edition), title "Testa-
mentary Law", sub-title "Wills", to follow immediately
after Section 365 and to be known as Section 365 A,
providing for the use of a photostat copy of a will in
place of the original will, when the witnesses thereto
are out of the jurisdiction of the Orphan's Court.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That one new Section be and the same is hereby
added to Article 93 of the Annotated Code of Maryland
(1939 Edition), title "Testamentary Law", sub-title
