to the Roads Department or equivalent body of any county
which complies with this Act.

(f) If the County Commissioners of any County shall
desire to avail themselves of the provisions of either Sub-
Sections (d) or (e) of this Section, they shall notify the
State Roads Commission before September 1st of their
intention to avail themselves of the provisions thereof for
the succeeding two fiscal years. In the event that the County
Commissioners of any County shall avail themselves of the
provisions of Sub-Sections (d) or (e) of this Section, the
State Roads Commission or the Comptroller shall before
any monies are paid over to the Commissioners of such
County, reimburse the said Commission for any sums due
by such County for monies expended in said County by
said Commission under Sub-Section (a) or (b) of this
Section.

(g) If, upon the effective date of this sub-section, as
amended, any county has in the Lateral Road Gasoline Tax
Fund any unexpended balance not required for obligations
already incurred, such funds shall be spent in accordance
with this section as hereby amended.

(h) In Garrett County no material, equipment or any
other supplies of a value exceeding $100. 00 arid necessary
for the construction, reconstruction or maintenance of any
county road or bridge, shall be purchased, leased, hired
or otherwise acquired except by contract after receiving
sealed competitive bids therefor as hereinafter provided.
Notice of their intention to receive such bids shall be
published by the County Commissioners in at least two
County newspapers of general circulation in Garrett
County for at least two successive weeks and such notice
shall fix a date, not more than 10 days after the second
such notice, for the opening of said bids. All bids sub-
mitted pursuant to such notice shall be publicly opened
and read aloud by the Clerk of the Board, of County Com-
missioners on the day specified in the published notice,
and the contract shall be awarded to the lowest responsi-
ble bidder. Provided, however, that said County Commis-
sioners shall not expend more than $10, 000 for road
machinery and equipment in any year.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1941.
