immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 135.
(Senate Bill 236)

AN ACT to add a new section to Article 16 of the Code of
Public Local Laws of Maryland (1939 Edition), title
"Montgomery County", sub-title "Justices of the Peace
and Constables", said new section to be known as Sec-
tion 545A, and to follow immediately after Section 545
of said Article, relating to the disposition of fines and
forfeitures recovered by justices of the peace in Mont-
gomery County, and providing for the support of the
library of the Circuit Court for Montgomery County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new Section be and it is hereby added to
Article 16 of the Code of Public Local Laws of Maryland
(1939 Edition), title "Montgomery County", sub-title
"Justices of the Peace and Constables", said new section
to be known as Section 545A, to follow immediately after
Section 545 of said Article, and to read as follows:

545A, In addition to other appropriations now or here-
after made for the same purpose the County Commis-
sioners of Montgomery County shall pay each month to
the Clerk of the Circuit Court of Montgomery County an
amount equal to one-half of all the fines imposed by and
recognizances forfeited to the Police Justices or Trial
Magistrates of Montgomery County, which are now pay-
able to said County Commissioners, but such amount shall
not exceed $2, 000 in any one year. Said Clerk shall, under
the direction of said Court, spend said amount to augment,
furnish and equip the Circuit Court Law Library.

SEC. 2. And be it further enacted, That any law or part
thereof, inconsistent with the provisions of this Act, be
and the same is hereby repealed to the extent of such in-
consistency; provided, however, that this Act shall not
repeal any appropriation for the same purpose.
