CHAPTER 885.
(Senate Bill 510)
AN ACT to repeal and re-enact, with amendments, Section
162A of Article 22 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Washington County",
sub-title "County Commissioners", as said Section was
enacted by Chapter 486 of the Laws of Maryland of
1937, and to add a new section to said Article, said new
section to be known as Section 162B, and to follow imme-
diately after Section 162A of said Article, relating to
the authority of the County Commissioners, or other
employees of Washington County, to enter into certain
contracts, and relating to the authority of the County
Commissioners to make certain expenditures to preserve
and promote the industrial growth of Washington
County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 162A of the Code of Public Local
Laws of Maryland (1930 Edition), title Washington
County", sub-title "County Commissioners", as said sec-
tion was enacted by Chapter 486 of the Laws of Maryland
of 1937, be and it is hereby repealed and re-enacted, with
amendments, and that a new section be and it is hereby
added to said Article, said new section to be known as Sec-
tion 162B, to follow immediately after Section 162A, and all
to read as follows:
162A. It shall be unlawful for the County Commission-
ers of Washington County, or any employee of said County,
to enter into any contract of sale or purchase to which said
County is a party, where the amount involved in said con-
tract exceeds the sum of $1500. 00 without advertising for
bids in one or more newspapers published in said County,
the publication of said advertisement to appear at least
once a week prior to the date on which bids are to be filed.
Any contract of sale shall be awarded to the highest re-
sponsible bidder and any contract of purchase shall be
awarded to the lowest responsible bidder, but said County
Commissioners shall have the right to reject any and all
bids. Any contract entered into in violation of the pro-
visions of this section shall be null and void; provided,
however, that the provisions of this section shall not apply
to any contract or other transaction involving the deposit
of County funds in any authorized State or Federal Bank-
ing Institution and shall not apply to necessary repairs
made in case of emergency.
