there shall also be a second substitute Trial Magistrate
who shall be required to sit at Aberdeen, when necessary,
and who shall receive an annual salary of Three hundred
dollars ($300. 00). In addition, the Governor may, upon
request by the County Commissioners, appoint an addi-
tional magistrate to sit at Havre de Grace or an addi-
tional magistrate to sit at Cardiff or both such magistrates;
and they shall receive a compensation of six hundred dol-
lars ($600. 00) a year.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law, necessary for the
immediate preservation of the public health and safety,
and being passed by a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 874.
(Senate Bill 421)

AN ACT to repeal and re-enact, with amendments, Section
196 of Article 56 of the Annotated Code of Public Gen-
eral Laws of Maryland (1939 Edition), title "Licenses",
sub-title "Motor Vehicles", limiting the maximum weight
of motor vehicles and loads.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 196 of the Annotated Code of
Public General Laws of Maryland (1939 Edition), title
"License", sub-title "Motor Vehicles", be and the same is
hereby repealed and re-enacted, with amendments, to read
as follows:

196. (1) (General Provisions. ) No person shall op-
erate a motor vehicle of any kind, as defined in this sub-
title, over any public highway of the State recklessly or
at a rate of speed greater than is reasonable and proper,
having regard to the width, traffic and use of the highway,
or so as to endanger the property and life or limb of any
person, or without due regard to wear upon said highway,
so as not unnecessarily or unreasonably to damage the
same provided that nothing contained in this sub-section
shall apply to the owner or operator of any traction engine
