hereunder shall provide for maintenance, safekeeping,
transportation, wages and all other expenses of utilizing
prison labor on the roads, it being understood that nothing
contained herein shall prevent the State Roads Commission
from spending a greater amount than named in this Act
if, in its judgment, it shall be found to be for the best
interest of the State to do so.

It is declared to be the policy of the State that, because
of the enforced idleness of prisoners in the several penal
institutions of the State, it is necessary and desirable that
useful work on State projects may be found for said prison-
ers, and that all such prisoners who may be safely used for
this work shall be put upon maintenance and reconstruction
of the State roads.

SEC. 2. And be it further enacted, That this Act shall
take effect on June 1st, 1941.

CHAPTER 868.
(Senate Bill 389)

AN ACT to repeal and re-enact with amendments Section
188 of Article. 56 of the Annotated Code of Maryland,
Flack's Edition 1939, title "Licenses", sub-title "Non-

Resident Owners and Operators", so as to Provide for
service of notice of suit upon a non-resident defendant
in case notice by registered mail is not received by such
defendant.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 188 of Article 56 of the Annotated
Code of Maryland, Flack's Edition 1939, Title "Licenses, "
sub-title "Non-resident Owners and Operators" be repealed
and re-enacted with amendments, as follows:

188. The acceptance by a non-resident individual, firm
or corporation of the rights and privileges of using the
roads and highways of Maryland, which rights and privi-
leges are conferred by Section 187 or by any other law,
as evidenced by his, their or its operation of a motor
vehicle on any of the public highways within the limits
of this State, shall be deemed equivalent to an appoint-
ment by such non-resident individual, firm or corporation
of the Secretary of State, or his successor in office, to be
