122K. The motorway may be established, constructed and
financed under the provisions of this sub-title, notwithstand-
ing the limitations of any other law and without any other
proceeding or consents or the happening of any other condi-
tions or things than the determination by the Commission of
the necessity for such motorway to effect the purposes of this
sub-title, and the happening's of the conditions and things
which are specified and required by this sub-title. The issuance
of bonds under this sub-title need not comply with the re-
quirements of Section 36 of Article 31 of the Annotated Code
of Maryland (1939 Edition).

The authority herein contained to establish tunnels or
bridges as a part of the motorway as provided in Sections 122A
and 122B shall not be regarded as in derogation of any powers
of the Commission to establish and construct such tunnels and
bridges under the provisions of sub-title "Revenue Bonds" of
Article 89B of the Annotated Code of Maryland (1939 Edi-
tion), title "State Roads", or under other legal authority.

122L. The Commission, in addition to the moneys which
may be received from the sale of revenue bonds and from the
collection of tolls and other revenues derived under the pro-
visions of this sub-title, shall have authority to accept from
any Federal agency grants of real property, interests therein,
or moneys for or in aid of the construction, operation or main-
tenance of the motorway or the payment of the bonds, and
to receive and accept for such purpose or purposes contribu-
tions from any source of either money or property or other
things of value.

122M. After bonds shall have been issued under the provi-
sions of this sub-title, none of the provisions hereof shall be
construed as to prohibit the construction and operation of any
other motorway or motorways by the State, or by any political
sub-division thereof or by any person, copartnership, associa-
tion or corporation.

122N. The Commission is hereby authorized to provide
by resolution for the issuance of revenue refunding bonds of
the State for the purpose of refunding any revenue bonds
issued under the provisions of this sub-title and then out-
standing. The issuance of such revenue refunding bonds, the
maturities and other details thereof, the rights of the holders
thereof, and the duties of the State and of the Commission in
respect to the same, shall be governed by the foregoing pro-
visions of this sub-title insofar as the same may be applicable,
mid by the following provisions:
