Ferry Company together with the expenses incident to the
issuance of such bonds and the payment of fare-refund
coupons or tickets, all as hereinbefore provided. If the pro-
ceeds of such bonds by error of calculation or otherwise
shall be less than the amount necessary for the aforesaid
purposes, additional bonds in an aggregate principal
amount which when added to the principal amount of
bonds previously issued shall not exceed One Million Two
Hundred Thousand Dollars may, in like manner, be issued
to provide the amount of such deficit, and unless otherwise
provided in the resolution authorizing the issuance of the
bonds or in the trust indenture, shall bear the same date
and be entitled to payment from the same funds without
preference to or priority over the bonds first issued for the
same purposes. If the proceeds of the bonds of any issue
shall exceed the amount required for the purposes for
which such bonds are issued, the surplus shall be paid into
the fund provided for the payment of principal and inter-
est of such bonds. Prior to the preparation of definitive
bonds the Commission may issue temporary certificates,
exchangeable for definitive bonds upon the issuance of the
latter.

140H. Upon the transfer of the aforesaid ferry prop-
erties, the Commission is hereby authorized to maintain,
and operate a ferry service within the waters of the Chesa-
peake Bay and its tributaries and to that end it shall have
power in connection with the operation of the ferry to pro-
vide restaurants and other facilities and services usually
incidental to such operation. The Commission shall have the
further power to employ necessary personnel for the proper
operation of the ferry services, to the same extent and in
the same manner as the Commission now employs person-
nel in the construction, reconstruction and maintenance of
State roads and bridges provided, however, that for a
period not exceeding ninety days from the transfer of the
ferry properties to the Commission, the Commission may
employ all or any of the then employees of the Claiborne-
Annapolis Ferry Company as temporary employees of the
Commission at such salaries or wages, not to exceed those
received by the respective employees at the time of the
transfer, as the Commission may determine. During the
said ninety day period, the Commission shall select such
of the employees, as they see fit, as permanent employees
and shall file with the Commissioner of State Employment
and Registration a list or lists of those selected. Employ-
ees, so listed, shall forthwith be placed within the classified
service under the Merit System Law, without the necessity
of qualifying examinations. All other positions of employ-
