HERBERT R. O'CONOR, GOVERNOR. 1483

to Article 2B of the Annotated Code of the Public General
Laws of Maryland (1939 Edition), title "Alcoholic Beverages",
sub-title "Miscellaneous", said new section to be placed imme-
diately after Section 98, to be known as Section 99, and to read
as follows:

99. The following sub-sections and sections of this Article
shall not apply to Howard County:

Section 4, sub-section A—Beer License, Class A (Off Sale);
Section 4, sub-section D—Beer License, Class D (On Sale—
Generally; Section 5, sub-section D—Beer and Light Wine
License, Class D (On Sale)—Generally; Section 6, sub-section
A—Beer, Wine and Liquor License, Class A (Oft* Sale); Sec-
tion 13; Sections 20-23 (both inclusive); Section 25; Sections
27-34 (both inclusive); Section 36; Sections 38-40 (both inclu-
sive); and Sections 42-45 (both inclusive).

SEC. 2. And be it further enacted, That this Act is declared
to be an emergency law necessary for the preservation of the
public health and safety, and having passed upon a yea and
nay vote supported by three-fifths of all the members elected
to the two Houses of the Legislature, the same shall take effect
on the date of its passage.

CHAPTER 847.
(Senate Bill 25)

AN ACT to authorize the Mayor, Counselor and Aldermen of
the City of Annapolis to borrow $50, 000 upon the faith and
credit of the City for the purpose of acquiring a site for and
of erecting, equipping and maintaining a public Community
Center Building or of acquiring sites for any public park or
public beach and of erecting, equipping and maintaining cer-
tain buildings thereon, and to issue bonds therefor and to
levy municipal taxes to pay the principal and interest of
such bonds and providing for a referendum on such bond
issue.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That (a) the Mayor, Counselor and Aldermen of the City
of Annapolis are hereby authorized to borrow upon the faith
and credit of the City the amount of $50, 000 for the purposes
specified in this Act and to issue and sell coupon bonds in that
amount.
