amount so borrowed, said note or notes shall be drawn in such
amount or amounts as said municipal corporation shall at
its discretion determine, not exceeding $8, 000, the said note
or notes to be executed and signed on or before January 1,
1942, and the said Town Commissioners of Upper Marlboro,
a municipal corporation, is authorized and empowered to re-
new said promissory note or notes as they may mature from
time to time in whole or in part until all the said promissory
note or notes and interest to accrue thereon, shall have been
fully paid, but no note or notes or renewal note or notes shall
be drawn so as to fall due after the first day of January, 1952.

SEC. 2. And "be it further enacted, That this Act shall take
effect June 1, 1941.

CHAPTER 119.
(House Bill 3)

AN ACT to repeal and re-enact, with amendments, Sections 29
and 31 of Article 88A of the Annotated Code of Maryland
(1939 Edition), title "State Department of Public Welfare".

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 29 and 31 of Article 88A of the Annotated
Code of Maryland (1939 Edition), title "State Department of
Public Welfare", be and the same are hereby repealed and re-
enacted, with amendments, to read as follows:

29. It shall be unlawful for any person, corporation, asso-
ciation or institution to bring, or send, or receive, or cause to
be brought, or sent, or received into the State of Maryland,
any dependent, defective, or delinquent child for the purpose
of placing such child in any home in Maryland or procuring
the placing of such child in Maryland by indenture, adoption
or otherwise, without first obtaining the written consent of
the State Department of Public Welfare of Maryland, and
complying with the following requirements: Before such per-
son, corporation, association or institution shall bring, or send,
or receive, or cause to be brought, or sent, or received any
such child into this State, they shall furnish to the said State
Department of Public Welfare of Maryland an indemnity bond
in favor of the State of Maryland in an amount to be fixed
by the said State Department of Public Welfare of Maryland,
said bond to be conditioned "that they will, at once, upon
