that in the discretion of the Prince George's County Police
Commissioners any Justice of the Peace, whose salary is in-
creased in accordance with the provision of Section 103 of
Article 52, and who is required to perform his duties at a
place designated by the County Commissioners in accordance
with this Act, may also be appointed a Desk Clerk for the
Prince George's County Police Force and such person shall
be fully empowered to act both as a Committing Magistrate
and a Desk Clerk, and, to provide, further, for the repeal of
all Public General and Public Local Acts inconsistent with
this Act.

CHAPTER 798.
(Souse Bill 738)

AN ACT to repeal and re-enact, with amendments, Section 20
of Article 31 of the Annotated Code of Maryland (1939 Edi-
tion), title "Debt—Public", sub-title "Public Works", ex-
tending the time during which bonds may be issued by the
several political subdivisions of the State for public works.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 20 of Article 31 of the Annotated Code of
Maryland (1939 Edition), title "Debt—Public", sub-title "Pub-
lic Works", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

20. The powers conferred by this sub-title shall be in addi-
tion and supplemental to the powers conferred by any other
law, and bonds, interim certificates or other obligations may
he issued hereunder for any project notwithstanding that any
other law may provide for the issuance of bonds, interim cer-
tificates or other obligations for like purposes and without
regard to the requirement, restrictions or other provisions
contained in any other law. Bonds may be issued under this
sub-title notwithstanding any debt, or other limitation pre-
scribed by any other law, and the mode and method of pro-
cedure for issuance of bonds under this sub-title need not con-
form to the provisions of any other law. Any proceedings here-
tofore taken under any other law by any municipality relating
to the subject matter of this sub-title, may be continued under
such other law or under this sub-title, or at the option of the
governing body may be discontinued and new proceedings
instituted under this sub-title. Except in pursuance of any
