1324 LAWS OF MARYLAND. [CH. 761

55. The Commissioners of said town are authorized to
pass ordinances for the regulation of the good government,
improvement and comfort of said corporation, and the
inhabitants thereof, to suppress vice, crime and immorality;
to restrain disorder and disturbance of the peace; and to
prevent and remove nuisances within said corporation, and
shall have the further power by ordinance to provide for the
health, safety and sanitation of said Town. They may by
ordinance open, close, straighten, widen and improve any
street or sidewalk and establish the width and grade thereof;
such widths and grades to be subject to the approval of the
Maryland-National Capital Park and Planning Commission,
and for this purpose shall have the power of condemnation
to be exercised in the manner provided by the laws of Mary-
land. They may prescribe license fees for the privilege of doing
business in said Town. They may borrow money on the credit
of said Town for emergency purposes, not exceeding, however,
a total outstanding debt, at any one time, of One Thousand
Dollars, and for this purpose they may execute and deliver
evidences of indebtedness.

56. They are authorized and empowered to adopt suitable
measures for the removal of trash, ashes and garbage and fix
the amount to be paid therefor.

57. They are authorized to levy a reasonable tax on dogs
and bitches not exceeding Two Dollars belonging to or kept
by inhabitants of the town, provided no such tax shall be col-
lected in any year in which the County collects dog taxes, and
to impose reasonable fines and penalties to restrain dogs and
bitches from running at large in the town, and to authorize
and compel the town police to kill any dog or bitch whose
owner cannot be ascertained or whose owner refuses or neg-
lects to pay the taxes, fines or penalties imposed under this
section or to keep such dog or bitch in accordance with such
regulations as may be adopted.

58. The violation of any of the provisions of this Act, or
of any ordinance passed pursuant thereto, shall be by prosecu-
tion before any police trial magistrate of Prince George's
County, and any fine or penalty recovered before said police
trial magistrate for a violation of any of the provisions of
this Act, or any ordinance passed pursuant thereto shall be
paid to the treasurer of said Town by the magistrate or Coun-
ty Commissioners. The police of said Town shall be entitled
to lodge any person under arrest, until trial, in any place of
confinement provided by the County Commissioners of said
County for County prisoners.
