be paid to the City Treasurer for use of the streets of said
City.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed by a yea and nay vote, supported by three-fifths
of all the members of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 102.
(House Bill 254)

AN ACT to authorize and empower The Mayor and Council of
Salisbury to borrow upon the faith and credit of Salisbury
a sum or sums of money not exceeding Eighty-five Thousand
Dollars ($85, 000. 00); to issue bonds in an amount not ex-
ceeding Fifty-five Thousand Dollars ($55, 000. 00), and a note
or notes or other evidences of indebtedness in an amount
not to exceed Thirty Thousand Dollars ($30, 000. 00) for the
payment of same; all of which said sum or sums shall be
used for the purpose of installing in or upon the Salisbury
By-Pass Road northerly from East Main Street in the City
of Salisbury, Maryland, and approaches thereto, water
mains, sanitary sewers, storm water drains and appurte-
nances thereto, and other public utilities; and for the pur-
pose of paying the expense of the acquisition and purchase
of the necessary right-of-way and land and to levy upon all
assessable property in the City of Salisbury and to collect
taxes thereon in an amount sufficient to pay the principal
and interest on said bonds and note or notes or other evi-
dence of indebtedness in the event the funds received from
salvaging any of the property acquired for the said right-of-
way shall be insufficient for the repayment of said note or
notes or other evidence of indebtedness.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That for the purpose of providing funds for the purpose
of paying the expense of acquisition and purchase of rights-
of-way and necessary land for the construction of the Salis-
bury By-Pass Road northerly from East Main Street in the
City of Salisbury, Maryland; for the purpose of installing in
or upon said By-Pass Road and the approaches thereto water
mains, sanitary sewers, storm water drains and appurtenances
