application by the new owner or owners, as in the case of an
original application, and the payment of the sum of f 5. 00 as
a transfer fee, whereupon the Commission shall issue a new
license for the remainder of the license year. No new license
shall be issued if the outstanding license is suspended or re-
voked at the time of transfer.

64. Any person found guilty of violating any section of this
Article, sub-title "Tidal Waters", unless the penalty is pro-
vided for in the section, shall be guilty of a misdemeanor and
upon conviction thereof before a justice of the peace qualified
to try same, or by any court upon appeal, shall be fined the
sum of not less than $$25. 00 nor more than $100. 00 and shall
stand committed to the county jail or the Baltimore City Jail
until such fine and costs are paid, and all fines and forfeitures
shall be disposed of as provided for in Section 12.

SEC. 2. And be it further enacted, That all Acts or parts
of Acts inconsistent herewith are hereby repealed to the extent
of such inconsistency.

SEC. 3. And be it further enacted, That this Act shall take
effect June 1st, 1941; but nothing herein shall prevent the use
of nets licensed under the existing law, or which may be law-
fully operated without a license under the existing law, until
December 31st, 1941.

CHAPTER 710.
(House Bill 760)

AN ACT to add a new Article to the Annotated Code of Mary-
land (1939 Edition), said new Article to be numbered
Article 87A, to be entitled "Soldiers' and Sailors' Civil
Relief", and to follow immediately after Article 87 of said
Code, pertaining to the suspension of the enforcement of
certain civil liabilities of certain persons serving in United
State Military and Naval Establishments, including the
Coast Guard.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Article be and it is hereby added to the Anno-
tated Code of Maryland (1939 Edition), said new Article to
be numbered Article 87A, to be entitled "Soldiers' and Sailors'
Civil Relief", and to follow immediately after Article 87 and
to read as follows:
