before it makes any recommendation to the County Commis-
sioners hold a public hearing at the County Service Build-
ing, and shall give consideration to such objections and
criticisms as may develop at said hearing. Any plan, or design*
for the improvement of parks, or land, acquired for park
purposes, under the jurisdiction of the Maryland-National
Capital Park and Planning Commission, shall be first ap-
proved by said Commission before being submitted to the
County Commissioners, and all funds allocated for the im-
provement of parks, or acquisition of park land, shall be paid
to said Commission for the purpose of making said improve-
ments, upon requisition of said Commission to the County
Commissioners, as funds may be needed. The said County
Commissioners shall contract with the Forestry Service of
the State of Maryland for roadside improvements and beauti-
fication, and may pay the said Forestry Service such funds as
are allocated and recommended for such improvements; and
all other improvements contemplated by this Act, recom-
mended by said Advisory Board and approved by said County
Commissioners, shall be made in the manner determined by
said County Commissioners to be most advantageous, with due
regard for competitive bids and competitive conditions. Said
County Commissioners may advance to the said Advisory
Board, out of any of its funds available, not otherwise obli-
gated, such sums as may be needed for expenses, engineering
or other professional skill, between the issues herein provided,
and shall deduct such advances out of the proceeds of the
succeeding issue. The said Advisory Board shall be provided
with the necessary space for its headquarters in any of the
public buildings in the said Metropolitan District available,
and in the event nothing is available, they may rent, subject
to the approval of the County Commissioner, sufficient space
for headquarters.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and,
being passed upon a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.
