held on May 5, 1941, between the hours of 1 P. M. and 9 P. M.
at a place to be designated therein to determine whether or
not this Act incorporating the proposed town shall become
effective, and also notifying them of the qualifications for
voters, and that, in order to vote for or against incorporation,
it will be necessary for all voters to register before said Judges
of Election on May 1st and 2nd, 1941, between the hours of
1 P. M. and 9 P. M. at a place to be designated therein.

The said Judges of Election shall attend at said times and
place for registration and register all qualified persons who
present themselves. The said Judges shall have power to
administer oaths to all applicants for registration, and any
person who swears falsely before any of said Judges shall be
guilty of the crime of perjury and subject to the penalties
provided by the Code of Public General Laws of Maryland
for such offense.

The ballots shall have printed on one line the words "For
Incorporation" and on the second line the words "Against
Incorporation", and "For Bond Issue" on the third line and
"Against Bond Issue" on the fourth line, with squares opposite
each for the X mark of the voter.

Said referendum election shall be conducted as nearly as
practicable as elections for County officers are conducted in
all ways not specifically provided for in this Act for general
town elections, and upon closing the polls the said Committee
shall canvass said votes and publicly announce the result
thereof. In the event that the majority of the votes cast are
for incorporation, this Act shall immediately become effective,
but in the event that a majority of the votes cast are against
incorporation, this Act shall be null and void.

In the event the majority of the votes cast for and against
the bond issue are "For Bond Issue" then the Mayor and Town
Council shall, if incorporated, be authorized to issue the bonds
herein provided for, but if a majority of such votes are
"Against Bond Issue" then the Mayor and Town Council
shall have no authority to issue such bonds.

The said Committee shall certify the results of this refer-
endum election to the Secretary of State of Maryland.

SEC. 37. That if this Act is adopted under the referendum
above provided for, then the same Committee, with the same
power of filling vacancies, shall, on or before May 8, 1941,
post in five conspicuous places in each ward a typewritten or
printed notice notifying all residents that said town is incor-
porated and that said Judges of Election will sit at a desig-
nated place on May 10, 1941, between the hours of 1 P. M.
and 9 P. M. to register all voters who had not already regis-
